Political scientists of different countries use the same pattern for their analysis, taking into account the themes of the campaigns, their organization, the pro- and anti-European electorates, the stake of Europe in the public discourse, and the issue areas that were mobilized. Can we speak about the same types of arguments for the different countries? Did the different types of relations with Europe have a stake in the results? Is it possible to compare the anti-European electorates? Which were the public positions of the different political parties, trade unions and employers’ organizations? Is it possible to draw a parallel with the situation in the other fifteen member States? Was the position of the parties in a political family identical for the different countries? Can we speak about peculiarities due to the communist past? Is there a domino effect for the different consultations? This book tries to answer the questions outlined above. A transversal reading of these themes is favored by the chapters’ organization. At a time when Europe gets more and more visible in the national political debates, and when the first political and economic effects of the enlargement are being felt, it is important to better understand the European debate in the new member States, as this is too often ignored or misinterpreted. The reactions after the first European Parliament elections prove this point. This book is a reminder and an analysis of the results of these ballots. The wave of referenda on the EU accession in eight States allows us to better understand the way in which the social and political actors, but also the citizens of Central Europe, understand the European construction. The aim is to bring to the public's attention work relating to political and public life in three complementary dimensions: the actors, the acts, and the (public) action. ACTORS By 'actors' we mean the institutions of contemporary political regimes and the organizations that work therein: political parties, trade unions, associations, and pressure groups. ACTS This axis covers all studies relating to political participation in a broad sense: the electoral phenomenon and the recomposition of political and social landscapes. Other forms of political and social participation are also analysed: spontaneous mobilisations, organised militancy, social movements, forms of action, their symbolic dimensions, their effects, as well as the attitudes that are situated at the root of these modes of political and social participation. PUBLIC ACTION This third axis covers publications related to decision-making processes and public policy formation: political agenda-setting, stakeholder mobilization, negotiation and decision-making processes, implementation and evaluation. The ambition here is to deepen knowledge on the political actors, representations and behaviours of the two previous axes with an analysis of institutional facts, their evolution, and their influence on political life. 44 Sans être exclusif, son champ de publication peut être subdivisé en trois grands axes généraux. Il s'agit en fait de porter à la connaissance du public les travaux relatifs à la vie politique et publique sous trois dimensions complémentaires : l'acteur, l'acte et l'action. Les acteurs. Par acteurs, nous entendons les institutions des régimes politiques contemporains et les organisations qui y œuvrent : partis politiques, syndicats, associations et groupes de pression. L'acte.Cet axe recouvre toutes les études relatives à la participation politique au sens large : phénomène électoral et recomposition des paysages politiques et sociaux. Sont aussi analysées les autres formes de participation politique et sociale : les mobilisations spontanées, la militance organisée, les mouvements sociaux., les formes de l'action, leurs dimensions symboliques, leurs effets et les attitudes qui sont au fondement de ces modes de participation politique et sociale. L'action publique. Ce troisième axe couvre les publications relatives aux processus décisionnels et à la formation des politiques publiques : formation de l'agenda politique, mobilisation des acteurs, processus de négociation et de décision, mise en œuvre et évaluation.
