Le choix d&#8217;un système électoral est fondamental. Deux modes de scrutin s&#8217;opposent : les scrutins majoritaires et les scrutins proportionnels. Ce livre examine les aspects mathématiques de ce dernier type de mode de scrutin. La plus grande partie de l&#8217;ouvrage est consacrée à la représentation proportionnelle bidimensionnelle, c&#8217;est-à-dire à la désignation d&#8217;une délégation lorsque les électeurs sont partagés selon leur provenance géographique et le vote qu&#8217;ils émettent. Dans ce cas, il n&#8217;est pas impossible qu&#8217;un parti crédité de plus de suffrages qu&#8217;un autre se voie attribuer moins de sièges que celui-ci. Le système de répartition des sièges utilisé actuellement en Belgique pour constituer la Chambre des représentants ainsi que les Parlements flamand et wallon est de ce type.&#60;br /&#62;
