Les quatre autres parties sont respectivement consacrées à la construction européenne et les relations internationales, la CSCE et la sécurité européenne, la démocratisation et la protection des droits de l&#8217;homme et des minorités, les problèmes de la stabilisation monétaire et commerciale en Europe centrale et orientale. &#60;br&#62;&#60;br&#62;In the early 1990s, the progress towards union achieved in the West contrasts sharply with instability in Eastern Europe, which is suffering the turmoil of economic crisis and civil war. &#60;br&#62;&#60;br&#62;Europe is wavering between integration and disintegration. A number of European and American projects have been mooted for a new architecture in the Old Continent. The Paris Charter and the Maastricht Treaty are the first major steps in that direction, but we are still awaiting any genuine Europe-wide framework. &#60;br&#62;&#60;br&#62;What are the causes of dramatic failures such as the escalation of the Yugoslav crisis into full-scale war? Where do we look for the real roots of the obstacles encountered? What are the new threats to peace and cooperation? How can the international community avert and control them? What is the future role of the Community and the WEU? Is the Maastricht Treaty equal to the Community&#8217;s new responsibilities in Europe? What is the future of NATO? Will the CSCE be able to overcome its current impotence? What legal and institutional means can be devised and implemented for the protection of human rights and minorities? What are the chances of economic, trade and monetary stabilization in the Commonwealth of Independent States and Eastern Europe? &#60;br&#62;&#60;br&#62;These are just some of the major issues dealt with in this collective work, which is the result of fruitful dialogue between university researchers, politicians and senior officials. The first part focuses on the achievements and aims of the European Community and the CSCE, along with the possible options on the road to European integration. The four subsequent sections deal in turn with the European integration process and international relations, the CSCE and European security, democratisation and the protection of human rights and minorities, the problems of monetary and trade stabilization in Central and Eastern Europe.</Text>
